What is a Certificate of No Impediment (CNI)?
A Certificate of No Impediment, often known locally as Surat Keterangan Belum Menikah or Surat Tidak Ada Halangan Nikah, is a legal document issued by an Indonesian authority that states you are single and legally free to marry.
This certificate is typically required by foreign governments when:
You are marrying a foreign citizen overseas.
You need to register your marriage abroad.
You need to prove your single status internationally.
Different countries may ask for different documents or formats, so it is best to first check with the relevant authority in the country where you will be getting married to understand their exact requirements.
Where to Get Your CNI in Indonesia
For Muslims:
If you are Muslim and planning to marry abroad, the CNI is normally issued by your local office of religious affairs (KUA – Kantor Urusan Agama). The KUA handles Islamic marriages and will issue a Surat Keterangan Belum Menikah (CNI) for your religious records.
In some cases, the receiving party abroad may ask for the CNI to be issued by the Civil Registry Office (Dinas Dukcapil) instead of the KUA.
Even though it is not common for Muslims, it is still possible to ask your local Civil Registry Office to issue you a CNI.
For Non-Muslims:
If you are not Muslim, your Certificate of No Impediment must be issued by the local Civil Registry Office (Dinas Dukcapil).
This applies to Christian, Catholic, Hindu, Buddhist, or other non-Muslim Indonesian citizens.
Step-by-Step Guide to Prepare a CNI for Use Abroad
Step 1: Request a CNI from the Appropriate Authority
Depending on your religion:
Muslims: Apply at the local office of religious affairs (KUA)
Non-Muslims: Apply at the local civil registry office (Dinas Dukcapil)
You will likely be asked to provide:
KTP (Indonesian Identity Card)
KK (Family Card)
Birth Certificate
Affidavit of Single Status β This document is typically issued by your local neighborhood association Rukun Tetangga (RT) or community association Rukun Warga (RW), and then legalized by the urban administrative unit Kelurahan or the subdistrict administrative unit Kecamatan. It certifies that you have never been married before.

Step 2: Notarize Your CNI (If Applicable)
Whether or not your CNI needs to be notarized depends on where it was issued:
If your CNI was issued directly by Dinas Dukcapil (for non-Muslims) or KUA (for Muslims) β then notarization is not required. These are official government institutions, and in most cases their documents can go straight to the apostille or legalization stage.
If your CNI or Affidavit of Single Status was issued at the neighborhood level (e.g., RT/RW) and legalized by the Kelurahan or Kecamatan β then notarization is required before apostille. A registered Indonesian notary must certify the document to confirm its authenticity.

Step 3: Apostille or Consular Legalization
After notarization, the next step is legalizing your document at the national level so that it becomes valid abroad.
This process depends on whether your destination country is a member of the Hague Apostille Convention.
You only need an apostille issued by the Indonesian Ministry of Law and Human Rights (Kemenkumham).
Once apostilled, your CNI is accepted in the destination country without further legalization.
If your destination country is not a member of the Apostille Convention:
You must go through consular legalization, which includes:
Legalization by the Indonesian Ministry of Law and Human Rights (Kemenkumham).
Legalization by the Indonesian Ministry of Foreign Affairs (Kemenlu).
Final legalization by the embassy or consulate of the destination country in Indonesia.

Step 4: Sworn Translation (If Required)
If the destination country doesnβt accept documents in Indonesian or English, you will likely need a sworn translation.
In many cases, it is possible to do the sworn translation in Indonesia. We recommend that you check with the receiving party to understand the translation requirements.
